When you e-file your federal return you will receive two emails from TurboTax.  The first one will say that your return was submitted.  The second email will tell you if your federal return was accepted or rejected.  If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.

First, check your e-file status to see if your return was accepted:

If the IRS accepted it, what does it say here?

Paying your TurboTax fees and printing your return did not file it.  You have to go all the way through the FILE section and click a big orange button that says "Transmit my returns now" in order to e-file.  You can still do that.  Go back to the FILE section and go through the screens to that button.
Then pay attention to your emails for the confirmation of e-filing it.

Then where is it saying you did not file?  Oh--I can guess.  You probably have more than one TT account and logged in to the wrong one, which is saying you did not file.

Many people have multiple TT accounts and forget how to access them.  Log out of the account you are in now.

Or did you use the desktop version of TurboTax?  If so, the files are on your own hard drive or any backup device you used like a flash drive.

Then where are you seeing that you did not file?  Did you only get the first email that said you filed?  Then was the return rejected and you did not notice?  What does it say when you use the e-file lookup tool?

TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer.

Once your federal return has been accepted by the IRS, only the IRS has any control.  TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.

You need your filing status, your Social Security number and the exact amount  (line 20a of your Form 1040) of your federal refund to track your Federal refund:

https://www.irs.gov/refunds

To track your state refund:

On the IRS site you are also offered the use of an app called IRS2Go

https://ttlc.intuit.com/questions/1901548-why-do-some-refunds-take-longer-than-others

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.
