If your son is a qualifying relative then even it you don't claim him he still cannot claim himself.
WHO CAN I CLAIM AS A DEPENDENT?
You can claim a child, relative, friend, fiancé (etc.) as a dependent on your 2019 taxes as long as they meet the following requirements:
Qualifying child
Qualifying relative
• They lived with you the entire year.

The issue is whether you can claim him, not if you claim him. If you provided more than 50% of his support and his income was less than $4,300 you are eligible to claim him. In that case he can’t receive any stimulus even if you choose not to claim him. If his income was more than $4,300 you cannot claim him in which case he would receive the stimulus.
