Do both federal and state have to be ACCEPTED in order for the refunds to process?

Federal has to be accepted first then state. But once accepted, they are processed by completely separate entities.
There is no rule as to which one will come first or how much time there will be between their arrivals.

Right my federal is accepted but state says pending does that mean i wont get my federal return until state is accepted? thats what the turbo chat lady told me?
You misunderstood. The IRS will process your federal return. The IRS is not paying one bit of attention to whatever your state is doing with your state return. Your state will process your state return after they accept it.

You can track your federal refund yourself.
Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 35a of your 2022 Form 1040) of your federal refund to track your Federal refund:
