When I was doing my 2018 taxes, I filled out the itemized deduction information. Turbo Tax suggested that I use the Standard deduction, so that is how I filed. In July I received a request from the IRS asking my for form 8283, which Turbo Tax did not submit. Why did this happen

Are you sure you did not itemize deductions ? What amount is on line 8 of the form 1040?
Did you make an in-kind Qualified Charitable Distribution from an IRA? [Edit: Probably not. It's only remotely possible that the IRS would be aware a QCD was in-kind and the IRS probably wouldn't ask for Form 8283 under these circumstances anyway.]
