I received a green dot card this year instead of a netspend card .has anyone else received a green dot card ?any problems with the green dot ?

How do I get my card unlocked?  I had to go thru this shit last year got it unlocked and AGAIN TJIS YEAR ITS BACK LOCKED...  CAN NEVER GET A LIVE REP.  ON THE PHONE OR GET THE FAX NUM.  FOR GREENDOT....  WTH AM I SUPPOSE TO DO AND MY ALREADY ON THE DAMN CARD
