I just filled my 2023 tax but missed to include information from a 1099-R form I received.
I contributed to a non-deductible IRA account and converted that to a ROTH IRA. This has no tax implication, so I am wondering if I need to file an amendment for it or not.

It depends. You may not need to amend your return. You should keep the form in your file so that you have it if you need it. As you indicated there is no change to the tax on your return as long as you did not have any gains on the money while it was sitting in the traditional IRA. If you had any earnings in the short period it was in the IRA before it was transferred to a Roth, then those earnings would change the taxable income.
If there are earnings a Form 1040X must be completed as well as the 8606.
If there were no earnings or gains, then you should complete only the 8606 because it is a signature form and does not require a 1040X to be attached.
If you find you do need to amend your return you can use the information below. If you do the amendment you can add form 8606, even if you don't need to amend.

you have to report that you used up your non-deductible basis.
The proper way to file Form 8606 is attached to Form 1040-X.
Form 8606 can be mailed by itself only when you are otherwise not required to file a tax return.
Did you do a true backdoor contribution that is tax-free?
in that case Form 8606 will show a taxable amount of zero.
Do you have the correct taxable amount on Form 1040 Line 4b and did not take a deduction? (Schedule 1 Line 20)?
If that is all true then only Form 8606 has to be attached.
After you e-File,
get Form 1040-X from IRS website and mail it in with your 8606, which you can also get in fillable PDF.
Note: when you are not changing any dollar amounts on your amended tax return, you can leave all the lines 1-23 EMPTY.
Part III explanation: "didn't include Form 8606 with e-File".
You will have to mail it so this does not use up your one 1040-X e-File.

4a will be wrong, but as long as 4b is correct,
you are not changing any amounts that affect your tax or refund.
The 4a amount would not appear anywhere on form 1040-x
