Refund advance

So my ex husband claimed 2 of my kids as his dependents on his tax return and requested a refund avance he got the refund advance almost instantly but what I don’t understand is how did he get the refund if I claimed my kids on my tax return first my kids are already claimed by me I did my taxes 2 weeks ago he just did his and got the refund advance how is that can some one explain to me please
