The federal tax refunds and the state tax refunds are separate and sent by separate tax authorities.

If accepted by the IRS use the federal tax refund website to check the refund status - https://www.irs.gov/refunds

For which?  Federal or state?  Federal and state refunds come from different places at different times.  If one of them reduced your refund they will send you a letter.  You have to ask the IRS or state.  They don't update Turbo Tax about your refund.
