Will I receive a refund because I was required to pay the state filing fee of $25 (for MD) twice in order to file my returns?

Although I purchased Turbotax Deluxe including "Download with State" I was not permitted to e-file my returns until I paid an additional $25 for filing a MD return.

E-filing fee in desktop software

Did you purchase desktop software with state software included?  They sell Deluxe both with and without state software--so you have to be careful which one you choose.  And even if it does have the state software download included, that is for preparing the state.  There is an extra fee to e-file the state.  You can avoid the state e-file fee if you print and mail the state instead of e-filing it.

I am very disappointed to have to pay an additional $25 to file state when I specifically purchased Turbotax with state. Poor disclosure!

Are you sure you were charged twice for the state e-file fee of $25?  Does your credit card statement show two $25 payments?

I purchased Turbo Tax Advantage Premier 2023 with free state download (TAR23A204038855).Was required to purchase an additional NJ filing fee (TTDCA218554435). How do I get a refund for one of the fees?

What fees did you have to pay?  Did you have to buy another state other than NJ?  

There is a lot of confusion about this. For the Desktop version it's a free download of one state PROGRAM, not returns filed. You can prepare unlimited federal and unlimited state returns. Some people need to file in more than one state so they have to buy another state program. You can print and mail the state for free or each state return including the first one is $20 early or 25 to efile. Check the box or online description. It should say Federal + Efile + State. Not state efile.

And be careful to pay the state efile fee with a credit card. If you have it deducted from a federal refund there is an EXTRA $40 (45 in California) processing charge. Go slow and watch out for this screen.

The state e-file fee when using the TurboTax desktop editions is $25 for each state tax return e-filed.

You received a free state program download with your desktop edition.  That does not mean you also receive 1 free state e-file fee.
