Why is the state taking another deduction from my original! Essentially taking my entire tax refund?

Essentially I paid my taxes through the year with my paychecks and accumulated it back in taxes but when I try to claim my taxes they take another deduction from the taxes I plan to get back!

No one can see your tax return.  But perhaps you did not have enough state tax withheld from your paychecks during the year, and still have some tax liability owed to the state.  Everyone does not get it all back.   The amount in box 17 of your W-2 is not necessarily all refunded to you.   It is even quite possible to owe state tax if you did not have enough withheld.
