You cannot pay with your refund until all of your forms are ready and you can go through all of the steps of the FILE section. Click Review to see what you are waiting for. When your forms are ready then you can choose the option to pay an extra $39.99 ($44.99 in CA) to have the TurboTax fees deducted from your federal refund.
