Why are they Making Me Reammend a Ammend that they have stated they owed me? now they are saying i owe them! & now i have to wait a month??

I Ammended my State Taxes Last Year Because i Never Received My State tbeh Sent me A Letter Stating they Owed me tbis Credit. Now they are charging me 120 & making me Ammend an Ammend ive Already Ammended What the What?? i Need yall to fix this
