I owed state tax and my federal was more than what I owed. When do I get the remaining balance and why doe tur o tax not show what I owe.

You cannot pay a State tax due from a Federal refund. You must pay it yourself, and some states will not allow you to do so from within TT. You can pay directly on your State's tax website.

Your state tax due cannot be paid from your federal refund.
It is not possible to pay your state tax due from your federal refund, nor is it possible to pay a federal tax due from a state refund. The federal and state treasuries are completely separate from each other. You may have seen a TurboTax summary of your federal and state amounts that confused you into thinking one was “paying” the other. It is not. The ONLY thing you can pay for from a federal refund is your TurboTax fees if you chose that option.
You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 35a of your 2021 Form 1040) of your federal refund to track your Federal refund:

When I check it says my refund was used for a another tax obligation.
@Squeek88 That message indicates that you owed back taxes--either to the IRS or to your state. TurboTax never knows about debts you owe like back taxes or child support, so there would be nothing indicated on your tax return about that. But when the IRS processes your return, they have that information in their system.
