I paid ~$22,000 in taxes when I filed in April. Now, I filed an amended return after receiving additional Form 1065 Schedule K-1s. This resulted in a refund of ~$3,000. Upon completing the amended return, TurboTax instructed me to mail a From 1040-V that shows an "amount of payment" of ~$19,000. As I've already paid the $22,000, I will not be paying the $19,000 as stated on the Form 1040-V. Must I send the Form 1040-V anyway? Doesn't make sense.

Go by the actual 1040X. Line 18 should be your original refund amount and line 22 should be your additional refund. If you paid on your original return it will be on line 16. If there is an amount owed with the amendment, it will be on line 20.
Turbotax most likely did not pick up the $22K extension payment you made since it doesn't assume non - electronic payments are made (you mailed a check with the 1040-V correct)? you need to enter that in the tax payments worksheet

If you expect a refund of $3,000.,
then Form 1040-X must show $3,000 on Line 21.
If not, your 1040-X is not completed correctly.

Actually, in April I made the electronic payment when I e-filed the taxes. The submission was accepted and my checking account was properly debited.
Yes, line 21 shows the proper refund amount ($3,000) and line 16 shows the proper previously-paid amount of $22,000.
For these reasons, I find it odd that TurboTax would require the "final step" of mailing the Form 1040-V with a final payment amount of $19,000.
