Hi guys!I already done with my 2020 tax but i was owed a money to IRS from 2019 tax season and they notify me on 20 February 2020.Two days later i make full payment to IRS but after few days they offset my refund and when i check Where is my refund tool say the same even today.I called and lady on the phone told me is no balance due anymore.My question is why they don`t send the refund yet and how long i need to wait.

Your question isn’t really clear, but it sounds as though the IRS has used your refund to offset a debt – possibly a tax debt from your 2019 return.
If this is the case, the Department of Treasury's Bureau of the Fiscal Service (BFS) will send you a notice relating to the offset.
And if there’s no longer a balance due to the IRS, any remaining refund will be mailed to you. The IRS doesn’t provide any projections for how long an offset will delay refunds, but it's typically not a lengthy delay.
If you’re unsure whether your refund was used to offset a debt is to call the BFS's Treasury Offset Program.

Thanks!I just try to explain what`s hapenned.You are right..they offset my refund from 2020 year to cover debt from 2019,but i paid full amount immediately and 2 weeks later they took my refund.My question was this is normal practice even i paid in full plus interest.It`s been 14 days and i was believed the problem is clear.Thanks John for your reply.I just need answer from tax expert.
@atanas Are you saying that you already paid the tax owed from 2019 and still received an offset for 2020? If that is the case, it could possibly be offset for a different reason. Please review the following FAQ for some insight: What is a refund offset?
Yes,but i don`t have another tax debt or obligation.I file my taxes on 15 February and 10 days later i receive a notice CP22A and i paid full amount on time.Just 14 days later they send CP49 but i already make payment.I talk with IRS agent and they also say is no balance due anymore.I hope IRS will resolve this and issue a refund or paper check for the rest amount.
Yes, it may take some time for them to notate your account properly.
Yes i hope.The first notice CP22A say my last due date is 15 March to pay...and i pay immediately but they make offset 2 weeks later.I check "Where is my refund" say... Your refund has been applied to a past due tax obligation.
