Over paid

I over paid the IRS by $1768.  I received unemployment but did not have the taxes taken out.  The beginning of March I paid $1926 to the IRS.  The new economic stimulus bill made the unemployment income nontaxable. Instead I should have paid $158.  How do I recover my over payment?  The IRS has issued a statement saying not to file an amended return.  https://www.irs.gov/newsroom/irs-statement-american-rescue-plan-act-of-2021
