Where do I get my certified rate shown on my mortgage credit certificate? It is not on my 1098 mortgage interest statement form.

If you are eligible for that credit the government entity would have sent you a notification with all the information you need to get the credit including that number you're looking for. It will not be on the 1098 from your mortgage company.
Yes, it is on your MCC or Mortgage Credit Certificate issued by the agency giving it to you, not on 1098. Contact the agency that gave you the MCC in order to get that information and report on your taxes for your credit, if applicable. The rate is on the MCC, not your 1098. But a 1098 is needed to calculate credit, too.
