Look at your actual tax return. 1040 line 35a is the refund. 1800 sounds like the first and second Stimulus payments. That is probably on line 30. It could be the same as your refund. Did you get the first 2 Stimulus payments 1200+600?

No no you're not understanding me, sorry I didn't clarify. 1800 was just a number out of my head. I'll elaborate:
I received a W-2 form from the company I worked for. It states in the "federal income tax withheld" section for example $1345.07 (that's a random number out of my head). I am trying to find out straightforward please, is that the amount that the IRS owes me? Yes or no? (If no kindly explain).

No, it is not what the IRS owes you.
Federal tax withheld is the amount that was taken out of your paycheck for Federal taxes. It is applied against the actual taxes that you owe at year end, and any excess is given to you as a refund when you file your tax return. But, you could also owe more.
The withholding is just an estimate of the tax you will owe on your total income. First Turbo Tax adds up all your income and calculates the tax on it. Then subtracts the withholding. If you had more withholding than the tax you get the difference back. If you didn't have enough withholding taken out to cover the tax you will owe more.
