I think you are right. Here's the IRS policy regarding Voluntary Tax Withholding:
"When to attach copies of the Social Security Benefit Statement to federal tax returns
"In 2012, the IRS began verifying the validity of voluntary tax withholding (VTW) amounts on tax returns pre-refund due to an increase in identity theft with non-compliant VTW claimed on Social Security benefits. Therefore, if the taxpayer elects voluntary federal income tax withholding on their Social Security benefits, a copy of Form SSA-1099 must accompany their federal tax return to verify the claimed VTW. ..."
So then, this appears to be a valid IRS requirement. If so, it would be helpful for TT to look into this and make an adjustment for those who have Box 6 entries on their SSA-1099s. ...I'll be sending mine by mail as well. Thank you. At least I know not to try e-filing.

You don't send anything, generally, if you are e-filing. If the IRS needs anything additional, they will mail you a letter. They do this generally when what they have on file differs from what you report. Sometimes it can be an indication of fraud.
