I understand that Detroit city taxes can not be e-filed, but can I still fill out the form and print out in TT?

Yes, you can fill them out in TurboTax, but Detroit City taxes ARE e-filed through TurboTax, so you will not need to print them out to mail them. You will be able to e-file them when you e-file your state return.
