I pay taxes in 2 different cities. Under local taxes, do I list each city tax separately or do I add the taxes together?

If Local Taxes are listed separately on your W-2, enter them the same way in TurboTax.

You may end up filing a return for each city you pay tax to, so it's helpful to have them each listed separately.
