I had to amend my 1040 for 2019. I sent it via paper and it is a complete run around with IRS. How can I file it electronically instead

Sorry you cannot e-file now.   For one thing---e-filing is closed at this time.  The IRS is not going to start accepting e-files again until the end of January.  The IRS is backlogged and it is taking a very long time for them to process amended returns.   If you submit it again all that will do is confuse them and delay your refund even more.

The IRS has not been working on mailed returns until fairly recently---and an amended return could only be filed by mailing it in until late August 2020 when the IRS began to accept e-filed 2019 amended returns.   Under normal circumstances you would be able to see something about your mailed in Form 1040X after about three weeks, but that is not the case right now.  The usual 4 months for processing an amended return is going to take longer.  Sorry.

Processing Delays for Paper Tax Returns: Taxpayers should file electronically through their tax preparer, tax software provider, or IRS Free File

We’re experiencing delays in processing paper tax returns due to limited staffing. If you already filed a paper return, we will process it in the order we received it.

Do not file a second tax return or contact the IRS about the status of your return.

If you mail a tax return (or a payment) to the IRS, it is a good idea to use a mailing service that will track it like UPS or certified mail so you will know it was received.

TurboTax will not know anything about your amended return, and nor will TT know that you put your 1040X  in an envelope and took it to a mailbox.  TurboTax does not get updates on mailed  (or e-filed) returns.

When the IRS finally opens its mail and begins to process mailed returns you can check the status on the IRS site.

They did review it back in October, sent it back for a missing form. I returned it. Still nothing. On the IRS site it states I need to call but everytime I call the recording says we're sorry try again.

This is now holding up the money owed to me and my stimulus. Hoping someone has a work around...

TurboTax does allow you to e-file a 2019 amended tax return, but the IRS is not accepting e-filed returns yet.

You can file your 2020 tax return and claim the stimulus payment on that return.

When you prepare your tax return for 2020 in TurboTax, you will be prompted to enter how much you received for your stimulus and then the program will calculate the amount of stimulus due you based on your income, number of dependents and payments already received. If any additional stimulus is due you, it will be used to reduce your 2020 income tax liability, and the balance will be refunded to you.

You will see the options when you are done entering your tax information and proceed to the review process.

You can file a tax return in 2020 to get your stimulus check, even if you aren't required to otherwise.
