If you're using Online TurboTax in a browser, when you log in and get to the Tax Home there "should" be a Documents tab in the left menu column. (see image #1 below).
NOTE: However, if you're returning to TurboTax for the first time this tax season, the tabs for Tax Home and Documents may not appear at first. It may first ask you some questions on preliminary screens, and you may have to choose a 2020 product (you are not obligated to use it) before you can get to your Tax Home page that also has the Documents tab. If so, follow those introductory screens until you get to the Tax Home where you can access your prior-year returns. Then once you are past those intro screens and at the Tax Home, see if you have "Documents" tab in the left menu column.
Here's another method that doesn't use the Documents tab:
Log in and once you are at the Tax Home scroll down to the section "Your Tax Returns & Documents." Expand that section and choose the year you want, then choose "Download/print the PDF." (see image #2)
Again, if returning to TurboTax for the first time this year, you may have to answer some preliminary screens in order to get to the Tax Home page.

Most users experiencing this problem have more than one TurboTax account and don't realize it. There are other possibilities, too. I'm linking below a TurboTax FAQ that explains possible issues and offers options to help.

It worked perfectly! I appreciate your help.
Now it shows up but it is only letting me upload and wants me to buy some Plus procuct for $30.

Ignore the upload link. That is only for optional cloud storage to store any documents which does require a paid product, so that's why it was asking you to pay. But that's a different feature and has nothing to do with accessing a prior return. You do NOT have to pay to access last year's returns. See the image below:
NOTE: If you're not able to get to the screen below and don't have Tax Home and Documents tabs in the left menu column, the note in the image below tells you how to make them appear.

To access your prior year online tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the section Your tax returns & documents. Click on the Year and Click on Download/print return (PDF)
If you used the desktop CD/Download editions installed on your computer, the only copy of your tax data file and any PDF's will be on the computer where the return was created. TurboTax does not store online any returns completed using the desktop editions.

For a fee of $43 you can get a complete federal tax return from the IRS by completing Form 4506 - http://www.irs.gov/pub/irs-pdf/f4506.pdf
