@HeatherPLO I have been updating since Feb and the most recent update was the 12th, hasnt made a difference.
I think I found a way to make this work, none of the other suggestions or anything worked. I have not submited yet, still going through and verifying.
I went into forms and selected form 8915E-T Wks. I filled this out with data from my 2021 8915E-Wks, since I wasnt able to modify 8915F-T Directly. This seems to have filled out 8915F-T for me, but it has an alert saying not done.
I then went into the step by step into the distribution section and double checked there. It looks ok, it still errors on the check and says the form isnt completed and to file for an extension, but it looks correct. Will try to update shortly if this helps anyone else.
Wont let me e-file, still says that this area is not ready yet RE: 8915-F. Would think that buying the highest tier of the software available would lead to better support and less bugs. Might have to go ahead and try to file amendment physically, since support tickets for other issues indicate that smart check skipping is prohibited.
I had same problem, was able to overcome it. Don't remember details, I think I went back to the "Disaster distribution" section, and entered the numbers again.
Also switched to "Forms" mode, and checked if the numbers looked OK.
@alaskanka were you able to e-file? This is what smart check gives me. I wonder if its because I have a very small distribution this year thats not tied to a disaster, but somewhere in the system it thinks it is.
Ok, solved my problem. It seems there is a check box on the 8915E-T Wks that box C was checked. Unchecked it and it looks good. Submitted, lets see if its accepted.

I'm being told on Turbotax Premium online that Part 1 of Form 8915-F has not been finalized (screenshot 1)
However, I checked Turbo Tax forms availability link and its showing the forms are available for E-file. (screenshot 2)

Also, I don't see Form 8915F-T as a tax form listed on the site at all. What is going on??

If you saw my post I ran into the same issue. Do you actually have a 2022 disaster or are you trying to repay a previous one? If you are trying to repay a previous one it should work by manually editing the worksheet I mentioned. If you have a new one you may be out of luck. The form is good for non-new disasters.
I have from 8915E-s and 8915F-s. I haven’t tried to file yet. For last year 8915F-s was an issue and when I efile it automatically adjusted my taxes to a higher amount - yes, after I verified what I was agreeing to submit and it pulled the added money right out of my bank. So I’m thinking that I’m printing and mailing tomorrow.,
if you have any added experience before you file, please let us know.
It’s more than a year. This problem is at least 2 years old.
I have F-s not F-T. I did something manually directly in the forms to modify this but now I don’t know what. I don’t know if it will work yet, but it fixed the problem last year and now I’m waiting for acknowledgment of an amended return. To see your updates they put you in a long queue on some third party web site and then when the timer goes off and it takes the site at least a minute to recognize the timer is off, you have 10 (9) minutes to login add identification (printed government iD) through your cell phone, take a selfie to confirm, then enter a couple of more authentication codes. Heaven help you if you type slowly or don’t know your credentials. Then if you have an issue with the IRS report you go to a third party. I don’t think anyone works directly for the IRS now. I think it is bots and contractors so no one is accountable. Given my experience they are only able to support a bit less than million people per day or less than 1% of the population. Try your best not to need IRS help.

I do know that I messed up either last year and the IRS fixed it (and adjusted my refund accordingly).
Also, for what it is worth, I had a tax situation and had to call the IRS to rectify it. Was not easy getting through to someone but, when I did, they were pleasant to deal with.
