When do I file for 2016 and get my 1040x form

You file for 2016 after 2016 ends, and you get all your W-2 and other forms: so sometime in Jan or Feb of 2017. A 1040X is filed when you wish to amend a return that's already been filed, accepted and processed by the IRS.  It must be filed by mail, and takes about 4 months to process.

A 1040X is an amended return for a prior year you filed.  What are you trying to do?
