Do I need to file amended return?

So would I need to do an amended tax with 1,800 on line 28?

Line 28 was originally $3600 when you filed; the IRS changed that to $1800.... that is a reduction of $1800. 

Line 30 was originally $4200 when you filed; the iRS changed that to $-0- .... that is a reduction of $4200

the two numbers in bold add to the adjustment the IRS made in your refund

NO.  You had 3600 on line 28.  They only took off the 1800 you already got.  So that still leaves 1800 on line 28.  You do not need the amend for anything.  The IRS adjusted your refund right.
