Some info for you.
a) no one can e-File 1040-X unless they already e-Filed 1040 with the same tax service.
b) 1040-X amendments are taking nine to eleven months, or longer now.
c) critter-3 is saying that the IRS doesn't lift the deduction conflict and allow the other person to e-File after the first person files their amendment, even when it is approved.
Any way you look at it, you have a real mess on your hands if you insist on changing who is claiming the child.
The IRS only allows a SS# thru the EFILE system ONCE per tax year ... the child's number has already been used electronically thus YOUR original return claiming the same child MUST be mailed in this year period.
When, if , or how the other parent files the amended return is immaterial to YOUR situation. You can mail in your return NOW ... you do not need to wait for the other parent to do anything. To claim that child on the 2021 return this is your ONLY option.
A) he DID file with turbo tax, so he CAN amend with TurboTax.
C) can you elaborate on this? If he amends his taxes removing a dependent, and the amendment is accepted why would I not be able to claim her
A. Yes he can amend.
B. Sorry even if he amends it will not clear her ssn from the IRS. So to claim her you will still have to print and mail your return. So you don't have to wait for his amended return to process.

No. Don't give them anymore things than your return. That may hold it up. If they want more info they will mailed you a letter.

No. I said you don't have to wait since you have to mail it in.

After a long period of time (IRS is backlogged) IRS will contact both tax return filers for more information to substantiate their claim. Then IRS will decide.
If your amendment is processed before that, then they won't have to contact either of you.
