If you set-up a payment for your income tax payment using TurboTax and you did not specify a payment date for the withdrawal, TurboTax's default payment date will be used (the last day of tax season = April 18th this year).
If your payment date has passed but your tax payment has not been withdrawn yet, payment will not usually be not initiated until the return has been processed.
You can also call IRS e-file Payment Services anytime at 1-888-353-4537 to verify your payment.

lazy California accepted return on 15th, and no money were withdrawn from my account
now

or because lazy California tax workers accepted the return 2 days after filing (with all work done by me/actual tax payer, and giving them everything on silver plate electronically) , I assume that's the reason why payment did not happen.
What should I do ??? this is so ridiculous
Funds are usually withdrawn on the payment date you select. However, during the busier season, there can be delays. If that date happens to fall on a weekend, the funds are typically withdrawn the next business day. If you still don't see the debit in your bank account 7–10 days after your return has been accepted contact your state Department of Revenue.
