Why is it saying that $39.99 will be deducted from my refund but I only upgraded to plus for $19.99? I will file somewhere else because ya'll are being dishonest.

There is an extra $39.99 charge to Pay with Refund. This is disclosed, and you can avoid it by using a credit card.

Where is that disclosed? Also so if I pay with credit card how much will it actually be?

Only 19.99 by credit card.

So it would be BOTH.  19.99 + 39.99 = 69.98 to have the 19.99 deducted from your refund.  Or pay it with a credit card to avoid the extra Pay with Refund charge.
