Topic Number 203 - Reduced RefundThe Department of Treasury's Bureau of the Fiscal Service (BFS) issues IRS tax refunds and Congress authorizes BFS to conduct the Treasury Offset Program (TOP). Through the TOP program, BFS may reduce your refund (overpayment) and offset it to pay:
You can contact the agency with which you have a debt to determine if your debt was submitted for a tax refund offset. You may call BFS's TOP call center at the number below for an agency address and phone number. If your debt meets submission criteria for offset, BFS will reduce your refund as needed to pay off the debt you owe to the agency. Any portion of your remaining refund after offset is issued in a check or direct deposited as originally requested on the return.
BFS will send you a notice if an offset occurs. The notice will reflect the original refund amount, your offset amount, the agency receiving the payment, and the address and telephone number of the agency. BFS will notify the IRS of the amount taken from your refund once your refund date has passed. You should contact the agency shown on the notice if you believe you don't owe the debt or if you're disputing the amount taken from your refund. If you don't receive a notice:
I tried calling that number and it didn't work. My refunds are late and it should have came on March 31st to my bank account and it never went through. When I looked on the irs site it said it's still being processed. I don't know when my refunds will come. Plus I'm getting a stimulus check!
Waiting is frustrating—refunds are taking longer in many cases. These are not normal times. It is not possible for TurboTax to speed up the IRS for you. It seems to be taking longer than usual for them to process returns. They are short staffed; and they are processing millions of tax returns at the same time that they have been burdened with the task of processing millions of stimulus checks. The IRS is not taking calls right now.

TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer.
Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 20 of your Form 1040) of your federal refund to track your Federal refund:

On the IRS site you are also offered the use of an app called IRS2Go

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.

Thank you! I knew they were short of staff. I did make a mistake on my federal refunds. I think that might be the reason too. I hope it comes soon because its been over 21 days and haven't seen it in my account yet.
My refunds were accepted a few days ago with a stimulus check! I filed in 2019 and not 2018. I still haven't gotten my refunds yet. It was accepted after March 31st. So it may come soon, hopefully!
