Yes this is normal. Many people receive state before they receive their federal return. The IRS and your local state have separate refunding procedures and schedules.

They did not start processing until January 19, 2016. You would have to count from that date.

It's been thirty days since I e filed and I received my state but not federal. If there's an issue will I be contacted?

I have found this to always be the case.  My children and I have always received our state first and then federal later.
