I just got my NY state refund of $253.00, yet the amount filed and accepted by NY state was $6,665.00 . How on earth is this possible? Where is the rest of my refund?

TurboTax doesn't have anything to do with your return once it is accepted and processed so in this case I am afraid that you need to contact New York.
They will almost certainly be sending you a letter explaining what changed on your return. You can wait for that or contact them now.

yeah but you guys are supposed to give an accurate estimate granted you even employ probabilistic methods (at least in the risk of audit sections) in your calculations. A $6200k difference between approved return and actual deposit isn't accurate. The govts process is very opaque to the average user of your product. Its just a tad sketchy since there is a third party credit product offered (in the form of an advance) based on your estimated returns which seems to make for perverse incentives. Had I taken turbo tax up on that advance offer via credit karma I would be on the hook for well over what my actual return was.
Your tax return is not an estimate. It is accurate based on your entries. Either you entered something wrong or in the wrong place or missed entering something. Or the state kept part of it for something you owed. You have to ask the state what they changed. Did you look it over close? Maybe you can spot something like a decimal point in the wrong place or a digit missing or added. Is the withholding right?
Still waiting on a letter explaining but I did not have any debt or withholding issues with the state and I was meticulous as I am a sole prop and also keep very neat books for my biz.
Did you compare it line by line to last year's return? Maybe something will stand out.
