Our daughter applied for the stimulus using the non-filers portal. Now when we try to submit our tax return with her as a dependent, the IRS will not accept our return. What are our options?

your daughter needs to amend to indicate she can be claimed as a dependent. the IRS is supposedly working on a solution for taxpayers in your situation to allow them to e-file. when and will they are unanswered. even if they do there's no telling if you would be eligible. you can extend your return out to 10/15/2020 to wait to see. after that date, it probably won't matter because TT may disable e-filing for 2019 to prepare for the 2020 returns. as of now all you can do is file y mail.
We have tried to find a place for her to amend the return but it looks like it cannot be amended once received by the IRS. We are required to make her a dependent but I am sure that will raise a red flag even if we file by mail. Too bad she cannot amend her submission. Is it worth reaching out to the IRS? Is that even possible?
her amended return must be mailed in. it can not be e-filed. for online TT, i hope she did not use your a/c because the later preparation of your return completed deleted her return. it is not retrievable. for online one return per account but the same e-mail can be used for up to 5 accounts. in addition, she can't submit her amended return until her return is fully processed - refund received or payment cashed. you should claim her. if she does not amend the IRS will get around to sending both of you a letter asking each to amend.
Just file your return on paper claiming the correct number of dependents.
This happens all the time. IRS will work it out by contacting one or both parties in conflict.
