I filed an amended tax return last year and ended up paying additional tax after April 2016. Can I claim the amount as tax paid in this year's filing?

No, unfortunately, taxes paid for a prior year federal liability cannot be claimed on your 2016 federal return.
However, on a federal return, you may be able to deduct state taxes paid in the year paid.
