I have been using the CD version of TurboTax for many years. In the past, when I have printed my returns for my files, there has always been a very handy cover page (called the "Electronic Filing Instructions") for both the federal return and the state return, showing a high-level summary of my taxes. This year, when I printed, I got a cover page for the state return but not for the federal. Is this a bug in the 2019 product? Is there a way to get the federal cover page?

I got one. Did you switch to FORMS and see if it's listed? It's listed at the bottom of the Form 1040 right before the state forms.
There is a summary listed--it's not the same as the one for state (which is called Electronic Filing Instructions and has more information, such as the date on which the balance is to be paid), but it will have to do. In the past, there was an Electronic Filing Instructions sheet for both federal and state. Thanks--I hadn't checked Forms.
Using the 2019 TurboTax Premier desktop edition the Filing Instructions is listed for both the Federal and State tax returns.
Update: I just spent a lot of time on the phone with a TurboTax support person. By checking her own tax forms, she was able to confirm that there was no Electronic Filing Instructions sheet for federal this year, which is a departure from how things have worked for many, many years.
How did you get to that screen? I can't find it in Deluxe. All of my options in the Forms menu are grayed out. I can only get to Forms using the Forms button on the TurboTax screen, and it doesn't look anything like what you've posted.
I also made this one. Are you using the Desktop program or the Online version? Can you get the to Forms listing?
I'm in the Mac desktop version of Deluxe. I have not been able to find any screens like the ones that you and DoninGA have posted, and the filing instructions don't appear in my lists of forms, but by doing a search, I was finally able to find the federal filing instructions. It is super deeply buried this year--not like previous years, where it printed out automatically (as it did with state filing instructions this year). Must be a bug in the Mac version of Deluxe. Anyway, thanks for all the suggestions and the encouragement to keep digging for the form!
