My amended state tax return forms have "do not file and form not final" printed on them, can I send them into the state. Do I need different forms.

No. Any forms which say Do not file, form not final have not been approved by the state and/or federal authorities (for fed forms).  Usually, amended returns will not be fully available until mid to late February
