TurboTax cannot prod your state into paying your refund. Once you file your tax return and the state receives it there is nothing that TurboTax can do. Check to make sure it was accepted.
Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals.

once accepted Turbotax gets no further info about your returns. neither Turbotax nor forum users have access to your state. you'll have to keep trying. maybe wait a week and try again. when you call are you speaking to a human or just an automated system? try to get through to a human. if a human can't give you an answer ask if you should file a paper return. (generally not advisable but ....)
