My taxes got taken so,I did not recieve the money now turbo tax is trying to take 40$ outof my account where I thought it was free plus I didnteven receive amy funds

You filed your return with TurboTax Deluxe Online Edition, not the Free Edition.  If you signed up for the Refund Processing Service, which allows your TurboTax fees to be deducted from your refund, and your refund amount was less than the amount needed to cover the fees, TurboTax will send you a bill for the unpaid fees.
