My husband just got a social security card and permanent resident card. Can we amend our returns for the last 3 yrs to get the child tax credit?
The Protecting Americans from Tax Hikes or PATH Act made several changes to the tax law, including preventing retroactive claims of the EITC anmd CTC by amending a return or filing an original return for any earlier year in which the individual or anyone listed on the return did not have a SSN valid for employment. You can't claim EITC or CTC unless the Social Security number for you, your spouse (if married filing a joint return) or a qualifying child is issued before the due date of the return including any valid extensions.

My wife and son just received a social security card and a permanent residence can I claim them on my taxes as an amended for the last 3 years as of now today even though I already filed and got my return back of February of 2019

If you filed the prior returns separately and wish to amend to a joint filing you can however the credits will not be allowed even if the program gives them to you ... the IRS will override the TT forms and reject those credits.
