My 2023 Oregon income tax shows my kicker refund at zero. I am unable to amend on Turbo Tax as it says zero tax liability for 2022. I show $900 for tax after credits. ??

You should be able to Amend your 2023 return even if your 2022 return had $0 tax liability on your Oregon return.  That amount probably included a Kicker credit, so you will enter the amount prior to the credit.
