Got a letter from IRS. Schedule E is incomplete or missing from your return. Complete the schedule on line 5 of Schedule 1 with information that supports the amount on line 5 of schedule 1. Also attach all supporting forms or schedules as required. Do I have to submit documentation or just resend the Schedule 1 form?

since the notice seems to be asking only for the schedule, I would only send that. If they wanted documentation too the notice would have said so.
The IRS says the Sch E is missing which is the supporting doc for the Sch 1 ... so send them exactly what they are asking for.
