6 weeks is not that long for a mailed return. in the future i suggest if you are going to mail your return you use a tracking service so you know the IRS got it. also use tracking for state return if that applies
It could take at least four weeks for a human to open the envelope and enter your return into the system. Once it is entered, you should be able to see information on the IRS refund site.
Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 35a of your 2023 Form 1040) of your federal refund to track your Federal refund:
Not expecting a refund, we mailed the return because we owed and wanted to set up a payment plan. Its now been 8 weeks, we resent the return and are again waiting.

Applied for the payment plan and was approved. The IRS site is not showing that they've received my 1040. Mailed the first time April 12th, and now the second time on June 15th.
Not sure what IRS site you are looking at. If you owe tax due you are not ever going to see information on the IRS refund site. That site only displays information if you are getting a refund. Did you check your online account with the IRS?

You mailed another return on June 15? That may confuse the IRS and delay the returns.
