I just submitted my Colorado federal return and it is working off EST and dating April 19th instead of April 18th

Local time zone is what controls the timeliness of your return.  So, as long as your filed on time in your time zone, then your return is on time.  The TurboTax acceptance report you are seeing shows EST because that is the time zone of the IRS office.  But, the internal transmission report will be timestamped with your local time
