You mean the 1040A?  It is the form you send to the IRS.  Each year, your taxes are on either a 1040EZ, 1040A or 1040 ("long form") depending on how complicated your tax situation is.

You may be aware that in late December Congress passed a major tax reform bill.  That has the IRS scrambling to get tax return forms ready for this tax filing season.  They were waiting for the laws to pass.

Some forms are not finalized so you cannot file.  The IRS has to finalize a number of forms and then approve the finalized forms in the TT software.  Many state forms are not finalized either.  What's the rush?  The IRS will not be accepting returns until January 29 at the earliest, so filing early will not get you a faster refund.  The earliest refunds will not be released until mid to late February.  You just have to wait for the forms to be ready.

Do you perhaps mean federal form 1040A?  or perhaps the CA FTB notice?

Its my business why I am in a rush. I've never had to wait for forms with Turbo Tax. I have several people in my state that has already filed with no issue. Thank you for your unhelpful answer

TurboTax does not control when the IRS will start accepting returns.  Sorry you did not like the answer.  Anyone you know who already filed a return is going to find that their returns are just sitting on a server until January 29.  Filing early does not mean they will get their refunds faster.  The IRS has already stated that the first refunds cannot be expected before February 27 at the earliest.
