It's not true that there is an minimum amount of income that you need before you need to report anything. The IRS says that all of your income needs to be reported no matter whether you receive a 1099 for it or not. If you had income from Avon sales, you would be considered self-employed, and if you have a net profit of $400 or more, you will pay both income tax and Self-Employment tax on the income.
