Couple points.  You can do a free state return in the free version.  So if you needed Deluxe it was for something you entered on the federal return.    The Free Edition is very limited.   In the Turbo Tax Free Edition, information that you can enter is very limited now.   Why do I have to upgrade from the Free Edition?

Then did you pick to have the Deluxe fees deducted from your refund? There is an extra $40 Pay with Refund service (45 in California) to have the fees deducted. Which you could have avoided by paying the fees up front with a credit card.

You can try asking support for any fee refunds.   Put in Billing Info and not Refund when you contact them.   How to contact Turbo Tax

If you had asked here in the forum before you filed we could have told you how to remove some of the fees or how to downgrade to Free.
This FAQ says "Submitting payment reflects your satisfaction with TurboTax Online preparation of your taxes, and is non-refundable."
Did you file the tax return? If you did file it, there is no way to cancel it. You used all of the TurboTax facilities and services that you were charged for.
