Your tax refund will be sent to the mailing address you list on your tax return, this information can be found under the Personal Info tab.
Do you have a bank account where you could have your refund direct deposited instead of getting it by mail? That would be the fastest and safest way to get your refund.
You can enter your mother's address as your mailing address in TurboTax, as MichelleLO suggested. The mailing address doesn't have to be the address where you actually live. The IRS will mail your refund to that address. If the IRS needs to contact you for any reason, they will mail a notice to the same address. So make sure your mother tells you promptly if you get any mail from the IRS.
(If your mother does not live in the same state that you live in, using her address could cause confusion with your state taxes.)
You might want to tell whoever is disposing of your mail that interfering with the delivery of mail is a federal crime. You could also talk to someone in your local post office about what is going on, and ask them to help correct the situation. Maybe if the local postal inspector has a little chat with whoever is disposing of your mail, they will stop doing that.
