Should the amount on a Form 1099-G be added as income?

Usually yes.  What is it for?  Unemployment or a state tax refund or something else?

it is for unemployment.  But I don't see a way to include it on the tax return

Unemployment is taxable.  You might have to upgrade to Deluxe if you are in the Free Edition.  Or you can use the Free File website.

You can  type  "unemployment compensation"  into the search box at the top of your return and hit find.  It should give you a Jump To link to take you right to it.
