Im not getting a federal refund..How can I pay for Turbo Tax from my refund?

Huh?  If you ate not getting a refund there is nothing to take the fee out from.   You have to pay the fees with a credit card or get a prepaid Visa card at Walmart etc.

Paying with your refund is only possible if you are getting a federal tax refund that will be enough to pay your TurboTax fees PLUS the additional "refund processing fee" of $39.99 ($44.99 in CA) to have a third party bank receive your refund from the IRS, remove your fees and send you the rest.   If you are not getting a tax refund, that option is not available to you.    You have to pay upfront using a credit card or debit card in order to file your return.  You have to pay before you can e-file or print.
