You get your refund when the IRS issues it.
TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer. “21 days” is not a promise from TurboTax or the IRS.
First, check your e-file status to see if your return was accepted:

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 35a of your 2023 Form 1040) of your federal refund to track your Federal refund:

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.

If you are getting earned income credit on line 27 or additional child tax credit on line 28 You are subject to the delay required by the PATH act. Do not expect your refund earlier than late February.

TurboTax doesn't receive its money for its fee until after the IRS approves and sends your refund. The IRS sends your Federal refund to an intermediary company that takes out the fee, then that company sends the rest on to your bank account.
If you successfully efiled your return, and if it was accepted, you can use the IRS "Where's My Refund" tool to follow the status of your Federal refund.

So the IRS "Where's My Refund" tool says your refund has been sent? If you're saying that the IRS already sent your refund to SBTPG to have the fee taken out, then here's a tool to check with SBTPG.

What does it say at the IRS website? i.e., when you use the IRS WMR tool, when did the IRS actually send out your refund?

If the IRS is still working on your return, then it doesn't sound like the IRS has approved and sent it yet. The IRS tool is the most-definitive source of whether or not it has been sent.
Maybe that "thank you" receipt is just so you know how much is going to be taken out when it is eventually approved and sent from the IRS to SBTPG.
It says payment completed and turbo tax shows that I have received it but I havent

And you said SBTPG hasn't gotten any info about a refund. You can phone TurboTax Support and ask them why you got your receipt already. They can look at your account. Here is the contact method in the FAQ below.
NOTE: I believe the support hours shown in the FAQ are wrong. I believe they are now open 7 days a week from 5AM-9PM Pacific. So you should be able to reach them today (Saturday.)
